Zerigo (yes, referral link), IMHO, an excellent hoster even on free plans. But personally, I did not regret $40 a year and use a paid plan :-).
Free: 3 domains, 30 records, 50,000 requests per month.
Supports wildcard, gives 6 servers (3 in the US, 1 in the UK, 1 in the Netherlands and 1 in Singapore).
There is an API and a very user-friendly interface (IMHO).
In general, out of many other hosters, I once chose this one and now I don’t regret it :-)
And what did you use before, Yandex and Google are not satisfied with?
As an option - take a cheap GVA and set it up yourself ...

But the great I am also not without sin - it can fall again.
And imo on such things is not worth saving.
Is it worth saving? I think it's better to pay $1 a month (Amazon Route53) and sleep better.
Alternatively, for a symbolic 90 cents per year, you can take a DNS server from fastvps.ru.

The question is open, we are looking for the best. Subjectively , Zerigo is still in the lead , but it can be cheaper.
I use freedns.ws
, it's free, all types of records, Google Apps support among the goodies
ypdns.com/ - once promoted on Habré. The interface is without super decorations, but the features you listed are there. Like :)
