Why does nginx take a long time to render images?

Hello.
How to properly configure nginx so that it quickly returns static.
The situation is this, when I clear the cache on the site (ctrl + f5, ctrl + shift + r), the pictures are loaded up to 10 seconds.
And the next request is already very fast.
I understand that after clearing the cache it takes longer to load, but not 10 seconds (picture 700 kb)

Is the problem with nginx? Look in the nginx logs for the data return time.
Most likely there is something in front of nginx or the network itself is slow.
