Why does mysql-server on ubuntu take up more RAM than on debian? And to be more precise, after a clean installation of the OS, 140mb comes out on ubuntu, and 60mb on debian. What could be the reason?

Compare the muscle configs from both systems, maybe the Ubuntu package maintainers allocated more memory by default for all sorts of buffers/caches/etc. Well, as Dmitry correctly noted , mariadb is used in ubuntu in the mysql-server package, if you want muscle - you can go here https://dev.mysql.com/downloads/repo/apt/ .
