Why does my laptop turn on after being turned off?

Installed Linux for the first time in my life. Before that, there was Win 7.
I didn’t fiddle with partitions, but simply chose the item during installation - “remove all data and install Ubuntu”.
Everything works fine, but after shutting down, it doesn't matter, through the "Shutdown" item or the terminal, the system starts up again. In addition, in choosing Boot in Bios, Windows Boot Manager is a priority.
Tried:
Reinstall Linux 14.04.3 - Didn't work
Installed Linux 15.10 with full demolition of the previous system - Didn't help
Googling, I found that I'm not the only one with this problem. Here is a link to the same problem, with exactly the same laptop but old Ubuntu

Try disconnecting all usb devices and try again.

at least in Windows it was - to allow wake-up on usb (or something like that), so look in the power settings for a similar checkmark / setting and see what happens)
