Why does Mail open when I open Notes on a Mac asking me to write a letter?

I apologize for the duplicate, but the last time they did not give an answer
And so, the problem is: both applications are closed. I open "Notes" and after 10 seconds "Mail" (itself) opens and throws the cursor to a new letter to the same user. This is terribly infuriating, since I usually write notes urgently or in a fit of something, so as not to forget. Tried to delete accounts in the mail, disable them, delete templates - does not help.
Any ideas how this can be solved?

Recovery will help you and only this is an ios error.
