The message on the storefront "categories out of stock" means that the current store (displayed on the storefront) of the Magento multi-store system does not have product sections.
The fact that there are some product sections in the administrative part does not mean that these product sections are linked to the current store.
To link product sections to a specific store, you must make them subsections of the root section of this store.
The root section, in turn, must be linked to this store in the administrative section of store management (in the Russian assembly of Magento, this is done in the "System" → "Stores" section).
