Why does it throw out the local user when connecting remotely?

There is windows server 2003R2. It has a terminal access server installed. There is a User2 user specifically for remote connection.
When connecting from a remote PC, everything is fine. But when connected from a phone via Microsoft Remote Desktop, User2. The message pops up " User1 logged on locally to this computer ..."
It turns out that when connected from the phone, it necessarily throws out the local user, and when connected from a remote computer, users can work in parallel.
The remote PC is on the same network as the server. The phone connects to the server via VPN from the Internet.
How to make sure that when connecting from the phone it does not throw out the local user?

maybe the phone climbs into a console like mstsc /console or mstsc /admin, you can allow the terminal server to use several sessions under one account, but there will be a hemorrhoid

Are you sure you are logging in as User2? The system message clearly says otherwise.
