Why does it not return anything when the offset value is equal to or greater than a thousand in the users.search VK API method?

I'm trying to pull out more than a thousand users through the users.search method and set the offset to more than a thousand, why does it return an empty list?

yes, indeed, I thought that for any offset value it would return a thousand users starting from the offset value, but in principle it only produces the first thousand users, regardless of the offset value

Please note that even when using the offset parameter, only the first 1000 results are available for obtaining information.
