Why does internal to mobile forwarding work, but external inbound not?

There is a configured Elastix 2.3 with several trunks. If I call from any internal number to number 101, and forwarding to a cell phone is configured there, everything connects normally. But if an incoming call comes to this internal number from somewhere else from the outside, the connection does not go through.
I set up forwarding in Followme, enter the mobile number as 89ХХХХХХХХХ#.
I don't even know where to look to figure it out.

In general, as soon as I didn’t fight ... And the trunk set up to give the necessary CID, and set the Follow me Force CID ... Nothing helped.
Finally, on some forum, our advice is to specify the construction SIP / trunk / number_to_which_need_to_redirect in the extension settings in the dial field.
So the normal CallerID provider goes away and everything works.

In the follow me settings, look for something like this:
And set the CID that you have set to
2.4 and above for outgoing calls in the trunk. Maybe you have some kind of bug in 2.3?
