Why does igtv reduce video quality?

Here are the additional technical requirements for uploading videos to igtv:
Video codec

Progressive scan (no interlacing).
High quality.
Two consecutive B-frames.
Closed frame group structure (GOP). GOP at half frame rate.
CADAK.
Color subsampling: 4:2:0.

Audio codec

Channels: stereo or stereo + 5.1.
Sampling frequency: 96 kHz or 48 kHz

how to use ffmpeg to fit the video to these requirements?
