Why does home beeline "sometimes" block stackoverflow.com?

I did not find the reasons in the registries. I checked both the IP and the domain, there is nothing on them. But for the second or third day, the beeline sometimes resolves the so domain into its IP - 85.21.120.85 RU-CORBINA SARATOV BLOCK (judging by the name, blocking)

Here only beeline can be pulled, apparently they have some kind of jamb with blocking certain addresses
