How to install ImageMagick and RMagick on Windows 8.1?

Learning Rails, I need to add loading and displaying images to the site.
I've been toiling for 5 days already, I tried Paperclip and Dragonfly - the modules seem to work correctly, but with a picture of the problem.
After loading:
Paperclip says: Image has contents that are not what they are reported to be.
Dragonfly: I add an image, the loading seems to be normal, on the server the image also loads and shows normally, but in fact the image itself is not visible in the browser. Shows the file name and that's it.
Worth Windows 8.1, put ImageMagick (static) on it. For 3 days I tried to install rMagick (shoveled all possible methods - absolutely no result) - but I read in several similar cases that Paperclip and similar gems only need ImageMagick installed to work (I checked with the convert wizard test - everything works).
What else could be the problem - I have no idea. Maybe rMagick is still needed and somehow really installed on Win 8.1?

Maybe you shouldn't learn Rails on Windows?
