Why does google chrome desktop open in full screen as mobile?

Since recently (relatively) time, chrome has begun to open in full screen (on call, not by itself) as if emulating a mobile version. It opens normally if you move the tab (for example, it was on the account 1, but moved and became 3) before opening the page in full screen. Why is this happening and how to deal with it? I tried to reset the flags to default, it seems to help, but for the time being.
