Why does facebook api return information for one user and not for another?

Hello. Faced such a problem. For one user, the FB API returns information (for example, for the user https://www.facebook.com/GreenDay , the information is returned https://graph.facebook.com/GreenDay ), and for another it is not returned (user https:// www.facebook.com/DJSMASH.RU https://graph.facebook.com/DJSMASH.RU ). Tried testing with https://developers.facebook.com/tools/explorer/.For the first user, information is returned without an access token, for the second - only if an access token is specified. Actually the question is - what needs to be done so that the data of the second user can be obtained without an access token? Perhaps something needs to be changed in the profile settings.
