Why does chrome open an old cache version on a website?

The situation is as follows - I

made changes on the client's website and, satisfied with himself, went to eat, and he writes to me that I did nothing.
Standard situation - I told him - a good fellow, press ctrl + ef5 and everything will be ok. He did so, and was glad for the changes had been made. But - the next day I again ran into that the site was in the old version. We started to figure it out and it turned out - of all browsers, only Chrome saves the old version of the cache. but saves it in a very strange way -
If you merge the cache through WP, or press ctrl + f5, or open the console and reload the page by deleting the cache, then a new version of the page appears. But - as soon as you refresh the page with a simple f5, the site immediately starts opening the old version.
In incognito mode, by itself, a new version opens. Other browsers behave adequately - threw off the cache and the new version appeared and does not crawl away.

Who can faced similar? How to defeat this evil magic in the name of all styles and layout rules)
