Why does Bitrix send a NEW_USER email when registration confirmation is enabled?

The site includes confirmation of registration.
Bitrix sends a letter NEW_USER, and after NEW_USER_CONFIRM
According to the NEW_USER logic, it should send only after confirmation.
How can I fix this, maybe I missed something somewhere?

I think that sending this message is after the creation of the user is completed, whether the email is confirmed or not in this case is not important.
Well, logically, the user is actually created. And then they sent a confirmation. My clients just make these letters to suit their needs, they say, "We are glad to welcome you, blah blah blah", even Toaster had the same response in the mail during registration.
