Why does Bitirix24 give an error via REST API?

Colleagues, gives out this through ONCE. That works and adds whether it gives such a message .. what could be the problem?
I send the request with the following line:
mysubdomain.bitrix24.ru/crm/configs/import/[email protected]&PASSWORD=OTP-passowrd&TITLE=from-the-site
ps: I use two-factor authentication... and I generated a special OTP (one time password)

Try sending a request via https, https:// mysubdomain.bitrix24.ru/cr...
If you send from php with curl, don't forget to set CURLOPT_SSL_VERIFYPEER to FALSE and make sure that ssl is enabled in the CURL config (curl_error will warn you if it's disabled)
