Why does auth basic authentication let in one user and let others through?

Hello!
There is htpasswd which contains 60 login:password pairs. Passwords of the form: m02:$apr1$zgTvt1cl$7cRwF4pcTQ/5vuX55kcTZ0
For example, a person followed the link test.ru/m02 - they asked him for a login password from htpasswd, BUT if I follow the link test.ru/m03 then I will freely follow it without asking me for authentication.
What's the matter? How can I make it ask for a password when clicking on another link?

most likely, authorization is set to the root directory
. If the structure falls, then make authorization to nested directories
