Why does Apache break?

Hello.
Apache/2.2.22 (Debian) listens on 127.0.0.1:8080 and sometimes breaks/stops working.
A simple reboot does not help, apache gives an error like "can't start because port 8080 is already busy".
To restore work, only killall -9 apache2 helps to free the port and /etc/init.d/apache2 restart.
Maybe someone came across, tell me how to fix it, otherwise it breaks at the most unfortunate time.
