Why does any Vk API request get 403 Forbidden?

A week ago I dabbled with Vk Api. Now I was somehow brought into an emergency - for any Vk API request - 403 Forbidden. The version with access_token is not appropriate here, because the error gets out and at the requests which are not demanding it.
Suppose I wrote a php script that accesses vk api, uploaded it somewhere, sent the link to a friend, and he gets the same error. I tried to change my ip using Elite Proxy Switcher - it did not help. I make a request from the address bar of the phone's browser - everything, of course, is normal. So far, the TP says that this issue is being considered, the LAN support agent for some reason is stupid. How to bypass 403 Forbidden?

Isn't the VK API tied to a domain name and there's no need to register an application there? Or did you not specify all the details?
