Because there is a load on the graphics adapter. Most likely, you have the graphics adapter auto-detect feature. If you only have the IDE open and a few medium programs open, the laptop will use the built-in adapter.
Settings -> Energy saving -> Turn off "Auto graphics switching". Discrete will be used by default.
By the way, I have a MacBook Pro 15 2017 with a Radeon Pro 555 2Gb on board. There are no similar problems. The Automatic Graphics Switching feature is always on. I don't see any lags in markup layout on Android Studio 3 when using the built-in GPU.
Additionally, check the laptop through the Functional Hardware Test (hold "D" while turning it on).
