Why does an anchor link create a redirect?

Someone else's site on modX. We were asked to create content for one of the pages. I insert an anchor:
<a href="#russ">подробнее</a>
it goes to a page like domen/#russ
if you specify an absolute url like domen/razdel/straniza.html#russ - then everything is ok
What could be the matter?

as far as I remember, modex has it, with this you need to write a relative url for anchors

MODx has a base href.
htmlbook.ru/html/base
