Why does amd ryzen overclocking not work idle frequency reset?

I recently purchased a ryzen 2200g + gygabyte ab350m-ds3h v2, of course, I did not deny myself the pleasure of indulging in overclocking.
Without raising the voltage, I increased the multiplier from 35 to 40, everything works fine, geekbench shows an increase in performance.
But I was very upset that during overclocking, the frequency reset stops working when idle.
On default settings, the frequency is 3.5 GHz (turbo 3.7 GHz) in idle 1.6 GHz.
When overclocking 4.0 GHz, the frequency in the region of 3.7-4.0 GHz does not fall below, respectively, the fan works more actively.
Cool'n'Quiet option enabled.
That's actually the question in this, is it possible to somehow enable resetting the frequency of the overclocked processor when idle?

there is another option (I don’t remember the name, it’s in the same section as Cool’n’Quiet) it is disabled when you manipulate the frequency or voltage of the processor and it cannot be activated after that until the default settings are returned.
