Why does Alt+1 PhpStorm keyboard shortcuts stop working?

Constantly from time to time in ide keyboard shortcuts with ALT stop working.
Close - open ide does not help.
It is treated only by deleting the .idea folder from the project root. But doing so is not an option.
The problem is observed not only in a specific project, but in any. Even if you start doing something in an empty project, then after a while the buttons stop working.
What could be the reason? How to cure?
System:
win 10 pro,
PhpStorm 2016.2
