Why does a video that opens in the browser mute other audio sources in Windows?

For example, I listen to music in iTunes, open a video in Youtube and the music becomes quieter. Didn't notice this before. How to turn it off?
Yeah, and what does that double volume control mean?

Try going to Playback Devices (playback devices) - Communications (Communication) and select "do nothing"
