Why does a UnicodeDecodeError occur when updating pip on Windows?

I ran into such a problem when installing get-pip.py on python 2.7 39c7a1a2da5245d79dc460c16a312656.png
Everything is fine on python 3.5, but pip on 2.7 is definitely needed, what am I doing wrong?
