Why does a portable Chinese charger for 18650 refuse to charge HTC HD2?

Greetings, I ran into a funny situation with a Chinese portable charger on a single 18650 battery (pictured below).
When connected to HTC HD2, charging is turned on for 3 seconds and charging turns off, freezes (the power button stops working) and then does not charge until you connect the device to a power source (such as a reboot). At the same time, Nokia e52 charges without problems, native chargers from Nokia and HTC are compatible with each other, that is, the problem is in HTC HD2, tell me which way to dig?

First measure the current and voltage that this charge produces. This is observed with excess current (more than 1A is undesirable).

HTC HD2 consumes 1A, I will assume that you should load the charger with an ampere load and make sure that it is working / inoperable
