Why does a local class only have access to effectively final or final local variables?

I googled and still don't understand anything.

I met with the desire of resources to pay attention to the fact that class instances can exist even after the end of the code block (this was understandable anyway), but I still did not understand why it was impossible to use non-final variables... Please help what does it mean
