Why does a laptop have the same mAh as a phone?
I looked at the number of mAh in my laptop. It says 4000 mAh. But why does it have so few hours? The phone has about the same mAh. The laptop consumes many times more than the phone, and the mAh is almost the same

Because battery capacity is measured in watt-hours (Wh).
To do this, multiply the indicated ampere-hours (Ah) by the voltage supplied by the battery.
The smartphone battery has a nominal voltage, EMNIP, 3.7V. Accordingly, the capacity will be 3.7 * 4 = 14.8Wh.
A laptop battery usually has a voltage of 11.1V. So the capacity will be 11.1*4 = 44.4Wh.
