Why does a computer assembled from compatible and new parts not start?

Hello.
Such a configuration:
RAM module Kingston DDR4 4Gb 2133MHz pc-17000 (HX421C14FB/4)
Motherboard GIGABYTE GA-H110M-HD2 (LGA1151, microATX)
Processor INTEL Celeron G3930 LGA1151 BOX
Power supply unit Deepcool Nova DN400 400W RET
Everything is zero, from the package.
It does not start (the coolers in the PSU and on the processor are spinning, the image is not displayed on the monitor, and after 10 seconds the computer reboots for some reason). Video is built into the processor. But this is not the point, because. when testing the stand (bp, percent, mother, RAM, without connecting anything to the interfaces), the configuration reboots every 10 seconds, which is not the norm and this is not overheating of the processor / chipset.
There is a suspicion on the crooked bios. Since I tested two memory sticks in turn, which are not included in the kit, I can say that the problem is not in the RAM. If there is no RAM in the sockets, after turning on, after about 5-7 seconds, the speaker gives out a periodic long signal with a period of 1 second (it gives out 5 signals until the computer reboots).
This is all the information, I hope you can somehow find out what the bug is.
UPD: probable problem is bios incompatibility with processor, newer bios is required

Proc is too new. Update your motherboard bios to F20. But this requires a percentage of an older model.

Load everything in one package, go to the store, collect it on the table and change one by one: board, percent, memory, power supply ... until it works.
