Why does a 403 error occur?

Good evening!
I upgraded my Ubuntu to 14.04 which ended up pulling down and re-installing Apache. There was a working site on the server using rewrite_mod. The site is in the /var/www folder. After installing Apache, I tried to open the site, but I saw only the text php.
I realized that rewrite does not work. Activated the required module and replaced allowoverwrite none with All in apache.conf. After I opened the site and saw a 403 error. What's wrong?
If you ask me to additionally throw off the contents of some confs, then I will.

There, in my opinion, you need to change one more line .... Skinte the config.
