Why does 1C incorrectly interpret the date received from the webservice?

Our system (.net) communicates with 1c using xml webservice.
We made a test method that passes the date. The XML looks like this:
2014-02-21T12:10:05.4785432+02:00
1c understands this time as 02/21/2014 13:10:05.
This bug only occurs when winter time is used.
What are the possible actions to teach 1s to correctly accept the date?
Version 1c: 8.2.15.301
Servers are in the same domain with the same time zones

T12:10:05.4785432+02:00 says that you are passing the time 12.10 in the +2 time zone. Accordingly, if 1C is set to +3 time zone, its local time will be 13.10
