Why does The specified deps.json does not exist error appear?

Good afternoon! When I enter the command to create the EntityFrameworkCore\Add-Migration Initial migration, I get the error The specified deps.json [C:\Users\XXX\source\repos\Shop\Shop\Shop.deps.json] does not exist . I am using Visual studio 2019 16.7.7, Net Core 3.1.
ps The application was tested on another machine and there were no such errors...
