Why do you need 2 USB on an HP monitor?

My HP EliteDisplay monitor has 2 USBs. I connect my laptop to the monitor via HDMI. The phone does not charge through these USB, if you insert a USB flash drive into it, nothing happens. What are they for then?

it's a usb hub.
you don't have to use it if you don't need to.
