Why do white stripes appear at the edges of the image?

I did the loading and processing of images, until recently everything was fine, the photos were resized and rotated without problems, but for some time after processing the images, artifacts began to appear: white stripes a few pixels wide. If you look at the unprocessed image, then everything is ok. Saving comes with 100 jpeg quality. Perhaps someone faced such a problem?
