Why do web pages take so long to load?
Recently, pages in browsers have become loaded well, for a very long time. A 10 MB file cannot be downloaded. I go to speedtest - the speed is prohibitive.
But when changing the server, everything is very deplorable.
Already cleaned the computer, and rebooted the computer, router, etc.
Where can you look for the cause?

Testing the speed to your provider is a useless idea, always change the server, it's better outside the country (within reason of course), try a few from Amsterdam, for example. If everything is bad everywhere, then go with this question to the provider. Oh yeah, check on your phone. If there is a cable, then connect it to a laptop / PC and try "by wire".
You can do a cmd tracert google.com and send us a screenshot / output.
Perhaps you are digging in the wrong direction, try testing your HDD. To twist it and performs the function of writing / rewriting / reading / storing data.
The speed can drop significantly if the hard drive dies. And it can grow significantly if you install an SSD drive with high read / write speeds.
