Why do tooltips flicker only for a fraction of a second?

There is Google Chrome (Version 77.0.3865.75 (Official build), (64 bit)) on Win7 x64. Recently, tooltips have begun to behave strangely - they flash for a split second, so it is impossible to have time to read what is written there.
Tried in incognito mode - same thing. I did not find anything suitable in the settings. In chrome://flags/ I found only 2 parameters for the tooltips keyword, changing them did not work. Everything works fine in FF.
