I think that it is not quite right to measure clicks from VK advertising with the report "sources - social networks". Make UTM tags for the advertised URLs - https://support.google.com/analytics/answer/103386...
And then you can accurately determine the traffic for your advertising campaign and, accordingly, make claims on VKontakte. In my experience with advertising, there were strong discrepancies (VK and external statistics) about 5 years ago, but for several VK campaigns last year everything was accurate.
