Why do some programs have CTRL + C instead of COMMAND + C on Mac OS?

Hello everyone / I ran into a problem on a poppy .. Basically, copying happens as expected through Command + c, but in some programs it's just ctrl + c. I'll take the PHPStrom IDE as an example.
Who knows how to make a normal copy in a storm? Thanks in advance.

It looks like you have a custom keyboard layout. All layouts for macOS (these are Default and layouts with the name of the OS in the name) contain ⌘+C as a combination for compiling to the clipboard. You can change the layout in Preferences | Keymap. Alternatively, you can find the Copy action and change the key combination for it only (see screenshot).
