Why do so many people worry about security without understanding anything about it?

More than once I stumble upon people who, having only basic knowledge in system administration and understanding almost nothing in cryptography, arrange real quests with public-private keys in order to transfer something.
One question. What for? Well, OK. I read a person that public keys are good. So, what is next? All the same, 99% of these people absolutely do not understand anything in cryptography. And without a deep understanding of the issue, these keys are no better (and probably worse) than the login-password bundle.
The password is at least in his head usually, but then he went up to someone who copied the file with the private key and that's it. Consider raped the whole system.
Well, or a variant with different vulnerabilities, when the absence / presence of a key plays little role.
