Why do questions on a toaster have to end with a question mark?

And as a result of this restriction, phrases appear as questions that are not questions at all, but users have to somehow bypass the restriction and such pearls are obtained:

Updating Skype in a domain not by admins?

PPTP tunnel between VPS and server?

Setting up mobile proxies?

Hardware compatibility?

Redirecting all OpenVPN requests?

etc.

Because it's a question and answer service.
If a person cannot formulate the title of the question as a question, most likely, he or she is not asking a question, or he has not thought out well enough what exactly he wants to ask.
All the "pearls" that you cited can be easily reformulated into real questions. The fact that the authors did not do this shows the level of their respect for those who will answer these questions.

Because on the Toaster we write in Russian and use the rules of the Russian language, according to which a question mark is placed at the end of an interrogative sentence.
Otherwise, Alexey Ukolov is absolutely right.
