Why do programs take up 2 devices in a Linux filesystem?

Here, for example, Android Studio, it is written that it occupies two devices 21 and 28, both 700MB each.
What is that supposed to mean? Is that how it should be? The rest of the programs except the Studio, too.

Yes, this is normal, snappy feature, each new version is a separate package, read https://en.wikipedia.org/wiki/Snappy_(package_manager)

In general, these are system folders of libraries and are numbered for order.

I'm somehow not sure that "707.5 megabytes" is the size of the device.
Please note that in Linux you can link a file - it will be in the system under two names, but it will take up space only once.
