Why do not more than 500 packets pass through Mikrotik?

I recently started diagnosing problems on one vds and found strange mikrotik behavior.
mtr -s 1500 -r -c 1000 -i 0.1 ip_address
The command produced nothing.
Sequentially decreasing the size showed that at -s 500 packets start to go.
At the same time, traceroute --mtu 1500 works.
On this router, the packet size was not configured in any way!
It seems that everything is set on the interfaces by default everywhere.
Maybe the provider cuts? But why should he?
How can you diagnose?

Are you connected to the internet? If through mobile networks, then the MTU there can be quite small.
