Why do not many people update the date in the copyright on the site?

90% of websites have (c) Copyright in the footer.
But at the same time, the date is not relevant for 40% of such sites (2014, 2015, etc.).
What is the point?
Is this copyright written because it is so fashionable or is there really a problem with renewing the rights to the site?
For example, on bugs.python.org it's already 2013.
And how does it affect me - the end user - that the copyright term has already expired (in 2013, for example, does this mean that I can safely copy any information?)
