Where do patents go when they expire? into public access. but where is this public access?? for example, I want to read rocket science patents ... where are all these open patents

Yes, they don't get anywhere. What for? On each patent, the date is written right on the title page. The validity period is calculated from it. But notices of expired ahead of schedule - they are printed.

Perhaps you mean copyright certificates and patents that used to be state secrets?

“Open patents” are those for which it is agreed in advance to grant a license to anyone who applies? What difference does it make to you if they are "open" or not, if they have expired?
