Why do media converters freeze?

there is one branch of singlemode optics
on it, during a power surge, any media converters
hang, and they hang, even if the switch plugged into the media converter is rebooted for power (it doesn’t matter which switch: dumb or controlled) I
mainly use the D-Link DMC-1910R
and there are no complaints about them other branches

are treated only by restarting the media converter
