Why do many sites have a notification about the use of cookies?

On many sites over the past six months or a year, a pop-up notification / bar about the use of cookies on the site has appeared, and not only in English, but also in some Russian ( www.adme.ru/cookies/) - what is the reason? Has there been any law that requires you to report this?
