Why do I need a license for multiple domains?

I don't understand one thing. There is a software product that is released with a license for 1 site or for several sites. Is this license for personal use or commercial? For example, you buy a license for 10 sites and how can a web developer make a site with this program for 10 clients? Or is it better not to do it there, and these licenses are intended for one client to use on their 10 sites?
