If the application does not have a license on Github?

If the application code is posted on github and it is written that it is free and nothing is said about the license (there is no license file or in the description), can you fork it in your projects, including commercial ones without fear?

Without a license, all rights belong to the author.
Maybe he is not against the use, or maybe against - it is not known.

You can use someone else's turnip only through the github functionality, including forks, but if there is no license, this is not gives you the rights to use the code in your projects. But it does not explicitly forbid, because the position of the author is not indicated.
