Why do hotkeys stop working in Photoshop CC?

Hotkeys work in both layouts - Russian and English. The problem is that sometimes all hotkeys that work when you press any letter on the keyboard, for example, lasso - M, stop working, I press it and nothing happens. The problem is solved only if I close the current PSD file and open it again (without closing photoshop).
I also tried to open two different PSD files, and noticed that after a while on the first (large file) hotkeys stopped working again - M, C, V, etc., although when switching to a tab with another PSD file, they work. Has anyone encountered such a problem?

Most likely you have some kind of action that needs to be closed, for example, text editing or an incomplete crop, etc. When this situation occurs again, pay attention in Photoshop at the top middle, you need to confirm or cancel the action

I also encountered this problem on the latest versions of Photoshop, before that I did not notice such a bug. I fly either by switching the project tab back and forth (ctrl + tab) or program windows (alt + tab). I'm also interested in the root of the problem
